see how UPSC has fallen in the trap to weed out non-convent people at preliminary stage from UPSC exams. Here is a protest letter



  • Leena Mehendale To give such high priority to english at the elimination stage is utterly unconstitutional. We may have no objection if at a later stage of main exam it has two compulsory papers, meant for passing only, one in English and one in any other Indian Language -- 50 marks each. But not in elimination round.
    A PIL needs to be made.
  • Rahul Jagdale Mam u r right , but I guess it's good in a way that ppl who were going to be moved out it in 2nd stage , r out in 1st itself ..I mean I it is going to be in d mains, then y not in Prelims itself .. So that if a guy is unfit he may move on ., n not waste years n then may be kicked out after 2 attempts in mains ..
  • Leena Mehendale wrong rahul. pl read the link and get the full facts. Knowledge of Eng is must but not at the elimination round where each half-mark counts anf convent-students get an edge for 40 marks worth of questions.
  • Rahul Jagdale Yes mam .. True the pattern shouldn't give advantage to any specific section ...
    I will be giving Prelims this time .. Upsc has clarified that ,the questions will be to test the very basic english "understanding" .. It won't be anything like GRE/GMAT .
    I believe ,today with the complexities and globalised administrative challenges , the to-be officers need to have atleast this basic english fluency . So y not scan them at the first stage itself .. Coz english understanding is a must today .
  • Leena Mehendale For elimination round give EQUAL OPPORTUNITY. Later put the condition of passing English and 1 Indian language -- those who fail won't make it. But dont cut them out initially .That is the point.
  • Rahul Jagdale Mam but the rational being that ,if a guy is going to fail in the mains ,then why to waste his place in the 2nd stage ... Instead a guy who has the potential to go through till the interviews should get a chance . 
    Prelims is a "elimination" stage ,to shortlist potential candidates ...
    Now let's see how the pattern turns out .. The sample paper given on upsc.gov.in hardly gives a clear picture .
  • Leena Mehendale Dont forget, in the 2nd stage she/he only needs to PASS. In first they need to COMPETE against those who have an edge because of being English medium students.

  • Flash Tilde What is the language of Q&A for the first paper and for the rest of the second paper? (Appaling, btw, the use of English words in the Hindi appeal..)
  • Anil Naik Absolutely right there is designed attempt to eliminate non convent people at the entry stage,we all must protest against such designe.
  • Milind Ranade More important would be to find out who is behind it. It must be the same lobby which coined the word Saffron Terrorism. Knowing all well that Hinduism is a non prosetlyzing and non aggressive religion.

  • Milind Ranade @ Madhu, do you have any concrete info regarding it's happening in Design Exams, or other exams? Please forward it to everyone.
  • स्वाती ठकार लीना ताई मला हि लिंक उघडता येत नाहीय त्यामुळे वाचता ही येत नाही ...प्रतिक्रिया वाचून मी जो निष्कर्ष काढला आणि त्याही पेक्षा या प्रशासकीय सेवा निवड पद्धती बद्दल मला जे वाटते ते मी मांडते .
    १) प्रशासकीय सेवेसाठी निवड करताना इंग्रजी भाषेला अनावश्यक महत्व दिले जाते ते गैर आहे असे मला वाटते. 
    २)हिंदी आणि प्रादेशिक भाषांचे महत्व खूप आहे .त्यांना देखील इंग्रजी इतकेच किंबहुना त्यापेक्षा जास्त महत्व दिले गेले पाहिजे .
    ३) भारत हा खेड्यांचा देश आहे ..शेतकऱ्यांचा,अल्प शिक्षितांचा देश आहे ( प्रचलित शिक्षण आणि शहाणपण या दोन पूर्ण पणे भिन्न गोष्टी आहेत )त्यामुळे प्रादेशिक आणि हिंदीचे महत्व जास्त असायला हवे .इंग्रजीत पारंगत असलेले प्रशासक प्रादेशिक अज्ञानामुळे ग्रामीण भारताशी संवाद साधण्यात तितकासा यशस्वी झाले नाहीत ..आजही ही सेवा यंत्रणा तितकीशी प्रभावी पणे ,संवेदनशील मनाने ग्रामीण समस्या सोडवू शकली नाही . 
    ४) इंग्रजी भाषेच्या अति आग्रहामुळे देश चांगल्या प्रशासकांना मुकत आहे .आणि एका विशिष्ट भूभागाचे विशिष्ट वर्गाचेच कायम या सेवेवर वर्चस्व राहिले आहे .
    ५) प्रशासकीय सेवेत विदेशी भाषेच्या ज्ञाना इतकेच किंबहुना जास्त प्रादेशिक भाषा जाणकाराला महत्व आहे .त्यामुळे जो जितक्या जास्त प्रादेशिक भाषात पारंगत आहे त्याची प्रशासकीय कसोटी तपासावी .
    ६)प्रशासकीय कसोटी हा स्वभाव आहे .तो एखाद्या कमी इंग्रजी जाणणाऱ्या चाही असू शकतो .ज्ञानाला विशिष्ट भाषेचा बंदिवान बनवल्याने देश दुर्बल होतो असे मला वाटते .
